Driving Sustainability and Innovation for a Greener Future

As a major supplier to industries such as food packaging, transportation, and electronics, the petrochemical and chemical sector in the Arabian Gulf is pivotal to ensuring a sustainable future for the global population. GPCA is at the forefront of this effort, leading initiatives in plastic sustainability, recycling, and environmental stewardship. The GPCA Plastics Committee has pioneered strategic dialogue on circularity in the region, aiming to eliminate waste and drive a prosperous economy with tremendous social benefits.

Today, plastics make up 50% of modern cars, support healthcare with 15 million tons of life-saving materials annually and ensure food longevity with 141 million tons of packaging. Compared to traditional materials, plastics are lighter and more efficient to transport, resulting in significantly lower carbon footprint. According to a 2016 global study by Trucost, the environmental cost of plastics in consumer goods is almost four times less than if alternative materials were used.

However, not all plastic use is sustainable. Lightweight plastic bags, for instance, are wasteful and should be discouraged in favor of heavy-duty, reusable options. Stronger plastic bags are more versatile and less likely to end up in landfill, contributing to a circular economy, where recycled plastics are given new life. Evidence suggests there is growing willingness among GCC residents to recycle more plastics, but barriers such as accessibility of facilities and lack of education persist.

To accelerate the transition to a circular economy, it is crucial to foster collaboration, leverage innovations in plastic processing and recycling, and support Extended Producer Responsibility (EPR) schemes, financing mechanisms and capacity-building initiatives. To this end, GPCA played an integral role in establishing the Circular Packaging Association in the UAE in 2023, after engaging in a public private partnership since 2019 under Coalition CIRCLE. GPCA also serves as a knowledge partner of the KSA National Circular Packaging Private Committee. The packaging sector in the GCC accounts for 66% of polymer consumption, making it an important stakeholder in plastic circularity.

Circular economy for plastics offers numerous benefits, including resource preservation, reduced pollution, job creation, and lower environmental impact. Collaboration across the value chain is necessary to design products that are widely accepted in collection programs and to acknowledge the role of the informal sector in waste management.

Education is key to achieving economic and behavioral transformation. Despite significant advancements in recycling technologies, many GCC residents remain unaware of plastic’s recyclability and its contribution to sustainability. Established in 2013, GPCA’s Waste Free Environment campaign exemplifies the region’s commitment to raising awareness and fostering sustainable practices. The campaign evolved in 2024 into a schools’ program called Be the Change, empowering teachers to educate the young generation about recycling and sustainable behavior.

Polymer Production and Capacity:

The GCC polymer industry is expected to grow to 34.5 million tons by 2022, with a compound annual growth rate (CAGR) of 3%​ (GPCA)​.

In 2016, GCC plastics producers’ sales revenue reached USD 33-34 billion, representing 4% of the global industry sales​ (GPCA)​.

Plastic Waste and Recycling:

Approximately 10 million tons of plastic waste is generated in the GCC each year, but only about 10% of this waste is recycled, reused, or recovered (GPCA)​.

Global supply of recycled plastics cannot meet demand yet, with recycling rates remaining low at 10-20%​ (GPCA)​.

Plastic Conversion Industry:
